Release Signing

Previously, releases were signed by a GPG key. All recent releases are now signed using an SSH signing key.

This key is used to sign release tags and commits created by Matthew Penner. This key was first used to sign v1.10.2 for the Panel and v1.7.1 for Wings and has been used ever since.
