Merge TabBase+TerminalTab into just Tab (#19136)

This removes the need to construct two objects per tab (TabBase, Actual
Tab) and the other overhead inherent in WinRT composition-based
inheritance.

Important renames:

- `GetTerminalTabImpl` -> `GetTabImpl`

This pull request does not rename `TerminalTabStatus`; that is left as
work for a future PR.

Closes #17529
