Portability fix.

* js/sleep-without-select:
  lockfile: wait using sleep_millisec() instead of select()
  lockfile: convert retry timeout computations to millisecond
  help.c: wrap wait-only poll() invocation in sleep_millisec()
  lockfile: replace random() by rand()
