Merge branch 'mingw-git.res-bitness'
On Windows, it is more common than on other platforms to "cross-compile" 32-bit binaries on a 64-bit machine. It is even possible to compile 32-bit binaries and 64-bit binaries in the same worktree, as the CFLAGS differ, triggering a rebuild. Except for the resource file, which does not need the CFLAGS. Let's work around that. This patch has been carried in Git for Windows for well over a year now, and while it is not interesting to non-Windows platforms, it is time to graduate to core Git.
