* Update PLUGINS-LIST.md
* Create GHScraper_Checker.py
* Create GHScraper_Checker.yml
* Create log.py
* Update GHScraper_Checker.py

- No longer check only the last line of yml file.
- Only check yml file.
- Added a var to ignore the "File don't exist locally" (IGNORE_MISS_LOCAL)
- More accurate log.
