Add an option allow cleanerr to manage the download client blacklists and inject them from URL such as what's already done for sonarr/readarr scanning after the fact. AKA, you could set radarr/sonarr to a strict media blacklist, but cleanerr could also inject the lenient/general blacklist to the DL client.

To those who would ask, "Why not just paste the list in the DL client yourself?" With this option and using a URL to a public blacklist, that blacklist can (slowly) adapt to more edge cases over time, instead of having to manually go check for updates/latest guidance.
