Description:
Currently, the Ignored Downloads configuration in Cleanuparr applies globally across all operations. While this is helpful, it limits flexibility for more complex workflows.

Use Case:
In many setups, users have a mix of short-term and long-term downloads within the same category. Some of these are tagged (e.g., archive, my-upload) to indicate that they should not be removed by specific cleaning operations. However, the global Ignored Downloads list means these items are excluded from all operations.

Proposed Solution:
Introduce a Per-Cleaning-Operation setting that allows users to define a list of Ignored Downloads specific to that Cleanuparr configuration, based on hash, tag, category, label, tracker

Benefits:

Provides more granular control over Cleanuparr behavior.
Prevents unintentional removal of important or archived files.
Supports hybrid workflows (e.g., rotating seedbox content, partial archiving).
Avoids needing to create redundant categories just to separate keep/remove logic.
