Often times on private trackers, a torrent will be pulled for quality, being fake, etc.

When this happens, many times, said tracker will notify you in their Web Portal, but that's really your own notifcation. If you don't login often, the torrent just sits idling to nowhere forever.

It'd be nice if we could add this to the cleanup abilities to either:

Delete Torrent when Seeds = 0 AND Peers = 0 for X hours where X is something sufficiently long enough and configurable to eliminate partial tracker outages

OR

Delete Torrent when tracker announce has failed for X hours with some max strikes logic

Either achieving the same purpose, but the method being whatever makes the most sense to implement.

Finally, in both situations, the same configurable settings based on category (ex. DOWNLOADCLEANER__INACTIVE_CATEGORIES__0__NAME=Sonarr) should apply.
