Our IPProtection onboarding in code looks like it may conflict with the TOS dialog but there is nuance there: - The TOS dialog will show for new users immediately, and existing users that haven't seen it already. The IPP one has a small overlap window, but this has low possibility. - The PwaOnboardingObserver can already interrupt the TOS dialog, so we are not making the situation any worse than it already is. What we need is a better onboarding system that coordinates everything together we do not have, so this is an acceptable solution.
