@typedef's nested Object syntax disallows type arguments (#36172) ...

Previously the jsdoc index signature syntax was incorrectly treated the
same as Object:

```js
/** @typedef {Object} AllowsNesting
 * @property ... */
/** @typedef {Object.<string,string>} IncorrectlyAllowsNesting */
```
