* Prefer a likely literal over anonymous type in --noImplicitAny codefixes

Before trying to make an anonymous type for a type's usage, we'll first check if there is exactly one builtin primitive the usage is assignable to, and use it if so. Right now that's only `number` and `string` because `boolean` has no distinguishable members.

A couple of implementation details:
* `tryInsertTypeAnnotation` needed to know to insert a type _after_ a node's `exclamationToken` if it exists
* This code area was written before `??` 😉

* Used unknown/any instead of void when applicable

* Fix little whitespace change in tests/cases/fourslash/codeFixInferFromUsagePropertyAccessJS.ts

* Undid some now-unnecessary unknown additions

* Took advice on restricting void to just call expressions

Infer-from-usage also inserts `this: any` parameters when needed, so I
removed that from fixImplicitThis.

Otherwise, fixImplicitThis has better suggestions than inferFromUsage,
so I moved inferFromUsage later in the suggestion order.

* More redundancy removal

Don't need to add `@this` anymore either since inferFromUsage will do
that.

* More baseline updates

From moving inferFromUsage down in priority I think?

5c8def9a06 Fix emitting ?.
Use `emit()` for writing `questionDotToken`, leading to properly calling
the emit hooks (which `emitTokenWithComment` doesn't) and printing the
comments.  This fixes #35372 by calling its hooks to set the `.__pos`
and `.__end` fields.

Also, remove `getDotOrQuestionDotToken` which was used only here --
mainly because it seems likely to encourage misusing the
`questionDotToken` again.

Also, fix a bunch of `visitor` -> `tokenVisiton` calls in
`visitorPublic.ts`.

Before trying out all the various possibilities for where these functions could be used, I figured I'd start out with a relatively simple use case to verify this is the right approach. Is it? 😄

Starts on #28964.

* Correct indentation, using correct (I hope) indentation code

Note that part of the code, in formatting.ts, is cloned but should be
extracted to a function instead.

* Remove some possibly-superfluous code

But I see 4 failures with whitespace, so perhaps not.

* Restrict indentation change to avoid breaking baselines

The indentation code is very complex so I'm just going to avoid breaking
our single-line tests for now, plus add a simple jsdoc test to show that
multiline jsdoc indentation isn't destroyed in the common case.

* Switched over to construction for @return/@type

Still doesn't merge correctly though

* Add @return tags to emitter

* Merge multiple jsdocs

(not for @param yet)

* Merge multiple jsdoc for parameters too

Not all of them; I got cold feet since I'll have to write tests for

By surrounding the parameter name with brackets. It is super, super ugly
right now.

1. Format multiple params nicely in a single-multiline block.
2. Generate only params that haven't already been documented. Existing
documentation is not touched.

* Re-add isGet/SetAccessor -- it is part of the API

More to come, though. annotate is only called in
