Reorganizes the User settings card on the profile page to show more
frequently used settings first:
- Default dashboard
- Customize sidebar
- Advanced mode (admin)
- Entity ID picker (admin)
Then adds a divider followed by localization settings:
- Language, number format, time format, date format, time zone, first weekday
