Johannes Schindelin 033cdd37b6 monitor-components: let's get notified about new GNU TLS versions ...

A common alternative to OpenSSL is GNU TLS. We already use it via GNU
Privacy Guard.

As 32-bit MSYS2 won't be updated anymore (see
https://www.msys2.org/news/#2020-05-17-32-bit-msys2-no-longer-actively-supported
for details), we have to build it ourselves.
