Follow the lead of 5377abc0c9 ("po/git.pot: don't check in result
of "make pot"", 2022-05-26) in the Git repository and do not track
git-gui.pot anymore.
Instead, translators are expected to integrate an up-to-date version
from the master branch into their translation file using
make ALL_POFILES=po/xx.po update-po
Update README to describe the new process. It is now understood that
different translations need not be based on the same message template
file, but rather individual translators should base their translation
on the most up-to-date code. Remove the section that addresses the
i18n coordinator as it does not apply when no common base is required
among translators.

Follow the Oxford style, which says to use "up-to-date" before the noun,
but "up to date" after it. Don't change plumbing (specifically
send-pack.c, but transport.c (git push) also has the same string).
This was produced by grepping for "up-to-date" and "up to date". It
turned out we only had to edit in one direction, removing the hyphens.
Fix a typo in Documentation/git-diff-index.txt while we're there.

We do not have a mob branch and the i18n fork is no longer used. Suggest
translators simply send patches as per other contributors.

Keeping POT up to date relative to the software is absolutely
necessary. What is unwarranted is updating language files at
the same time by running msgmerge without checking if there is
any outstanding translation work first. If we assume that the
translators do not have access to msgmerge, that is a good service
to them (the less they have to do, the better), but otherwise,
it is better to be leave po/${language}.po files alone.

Translators working on po files will likely need to know what the
@@noun and @@verb parts are in the original message text, and why
these are different messages in the po files.

We don't actually need to create the lib/msgs symlink back to our
po directory in the source tree. git-gui.sh is smart enough to
figure out this is where the msg files are and will load them from
the po directory if invoked as git-gui.sh.
