This same project recovers fine on my machine but with "Project requires Audacity 0.0.0" [sic]. Anyway, the project has been recovered and sent to the user.
Let me know if you would like a link to the damaged project.
Possibly either one of the following could address the issue:

Link to the project would be helpful :-)

Hi,
Is there any progress on this issue?
I am facing the same problem (with both x86 and x64).
Also tried different Audacity versions.
Thank you!

If you have similar problem - likely your project is corrupted
@JohnColket commented on GitHub:
Just so you know, I am very very happy with the existing version of
audacity-tools. 🙂
I have forwarded the OP's PM to you. - John

Thanks for reply! So no way to recover it?
@crsib commented on GitHub:
You can try the tool from this specific repo (https://github.com/audacity/audacity-project-tools/releases/tag/v1.0.1).
Optionally, you can upload you project somewhere and send the link to it, so we can try to figure it out
